PROJECT SUMMARY

  • The project is for the construction of a new dormitory for the NEU students’ community.

REQUEST SUMMARY

Exposed Risk: because the original permit is seeking for a fifteen story dormitory building, the project may lack the approval as an educational and residential building. The project is exposed to the risk of not getting the permit as a fifteen story building. This risk will cause delays to the project.

Original Requirement: A 220,000 square feet area, 370 rooms to house 950 students. The building will be a fifteen story building that will be possibly be added five more stories.

Change Request: this request proposes the adjustment of the above deliverables to reflect new requirements.

It would be optimized to reduce the size of the building with three stories of a twelve-story building.

REASON FOR REQUEST

The building may be having so many stories to be approved as a residential building for students. It is therefore a risk of continuing with the original plan or the project without reducing the number of stories. This will reduce the height of the building to an optimum for the educational industry.

CHANGE COST ESTIMATE

The changes proposed by this request involve reduction of the total figures for the project from $215 million to $173 million. In addition, there will be an additional $10,000 for new architectural fees for changing the design of the building in the architect’s plan

CHANGE SCHEDULE ESTIMATE

To complete this change, it will take at least three weeks. Two weeks of making the decision and applying for the approval and one week for and architectural adjustments.

IMPACT OF NOT MAKING CHANGE

If the proposed change is not effected, the project may not be permitted as an educational residential dormitory and the project may be delayed. The scope of the project will be limited to a reduced capacity of the number of students a twelve-story dormitory will hold.

BUSINESS REQUIREMENTS AFFECTED BY THIS CHANGE

The change will reduce the financial requirements that the university’s financial departments will be subjected to. It will also affect the financial requirements for sponsors and partners.

The requested change does not impact on any other change.

REQUEST SUMMARY

This is to request for approval for the project team to seek government-based financing method for the project.

Exposed Risk: the current financing role of the project is solely vested on few sponsors who have currently agreed to fund the project. Because the project depends on the identified sponsors, there is the risk of project delay or stagnation in the event of their inability to finance the project.

Original Requirement: All reports whether financial, budget, or feasibility should be acquiesced and sanctioned and monitored regularly.

Relative Deliverables: 3.5 Financing Decisions, 3.8 Seeking of Partnerships

Change Request: This request proposes to change the financing methods for the project to incorporate a government financing method. The project is aimed at advancing the education sector for the country. Therefore, with a recommendation letter from the local educational authorities, the project can be financed by the government mortgage programs.

This request proposes that the current sponsors be limited to financing 51% of the project while the rest 49% of the project be financed by the government schemes. Consequently, this request proposes to delete the planned addition of five more stories for the project due to the perceived financing problem by the sponsors. The government scheme cannot finance more than current fifteen-story building.

REASON FOR REQUEST

The current sponsors of the project indicated their perceived inability to finance the entire project if their financial performance for the year is affected by recession. Due to low incomes for their businesses and unfavorable financial conditions on their parts, the sponsors appear to be unable to comfortably finance more than half of their original financial commitment.

CHANGE COST ESTIMATE

The changes proposed by this request do not involve any change in the figures of the project. However, there may be an alteration of an additional $2000 for legal documentation fees for the process of seeking government financing.

CHANGE SCHEDULE ESTIMATE

To complete this change, it will take at least two weeks. One week for making the decision and applying for the government funds, the other week for evaluation and approval of educational and financing authorities.

IMPACT OF NOT MAKING CHANGE

In case the proposed change is not effected, the project may be delayed or may fail in the middle. As argued by Taylor (2008), the scope of the project will be limited to the availability of financing and the project team may fail to continue after the delay.

BUSINESS REQUIREMENTS AFFECTED BY THIS CHANGE

The requested change will affect the requirement that all the resources to finance the university’s projects will be financed by sponsors and partners. The organizational accountability structures will also change in order to accommodate the financial reporting and accountability structures of the government-based sponsorships.
